Recently completed the required course work. I am planning on submitting my permit application next week. Are the permits mailed when they are approved or can a person request to pick them up instead?

They mail them. Tell you expect it in 45 days but the turnaround time seems to be shorter now

mine arrived 4 weeks to the day (not date) after submitting the paperwork. Turned in Wed Dec 11, arrived Wed Jan 8.
Wife's turned in Mon Dec 16, arrived Tue Jan 14.

I renewed mine within the last 30 days. Received it in the mail BEFORE the check to NSP even cleared my bank. Went in on tuesday morn, had it in my mail on friday.

As everyone else has stated, the permit is normally mailed. However, If I were you, I would call and talk to the NSP office, explain your concerns, and see what they can do for you.
