Other than THIS, I was not able to find a synopsis of changes. Is that list accurate?

Nope.
That looks like the initial list put up for commentary by the membership, and I know that not all of those changes actually made it into the final rulebook. (I'm not sure about all of them, but a quick glance shows that the Level I exemption for appearing scoring targets DID stay in the rulebook, even though it was originally slated to be deleted.) I'm not sure what else changed, or if any other changes (not from the original list) occurred.
I'm going to spend some time this weekend taking a look through it. If I find anything earthshakingly different, I'll post about it.
First huge difference, though: 8-shot Minor Revolver, which IMO will be a serious game-changer for that division. I predict that all GMs who are actually competitive in Level III matches will be shooting 8-shot Minor this year. :) I expect to see lots of 8-shot minor revolvers in 9mm already set up for moon clips suddenly being offered by gunmakers. (And we already have match applications for Area and Sectional where people are shooting Revolver Minor.)

Thanks. I've already got aviation regulations, company flight operations manuals, operations specifications, flight manual revisions, etc to keep up with. In my line of work, new documents are usually published with a list of revisions so that a person already familiar with the prior document can quickly update their cranium solid state drive with the new information.

Oh, that certainly would have been smart, and very useful.

So yeah, I'll be reading through the new rulebook pretty carefully in the next couple of weeks.
