Clueless, but politically correct.  It is a clear that Chicago wants citizens to be dead and criminals to be safe.

I'm afraid that I just lost it when I reached the "Shot-In-The-Junk-O-Meter." People are wondering why I can't stop laughing.  Enough shootings occur on a monthly basis to actually KEEP this statistic.  Wow.

And apparently, this April was a good month for getting shot in the rear, in Chicago.
