Pinning a muzzle break in Omaha area

I'm new to the AR arena and I'm shopping around. Palmetto has a 14.7" barreled upper assembly that is unpinned. Could I have it shipped to an FFL gunsmith to pin it before I take possession? If this is an option, who would you recommend  I contact? Is this going to cost more than it is worth? Maybe I just sit tight and wait until something else comes along? Any advice on the matter would be welcomed. Thank You.

I'm not sure if this is correct, (mainly hearsay) but last i knew, the current BATFE regs are that a muzzle device must be fully welded all the way around the barrel now.

Actually, the current ATF position is that:

Of course, that is subject to change on a whim.

Just for future reference for others . I would send anything like this to ADCO. They have a great reputation for doing the job right and they are not that expensive. I personally did mine myself. 1/8" drill bit in a drill press with a dowell pin and hit it with the mig welder. I didn't totally blend the weld just to have a visual that it was welded.
