The Nebraska Constitution is pretty clear about allowing open carrying yet Omaha is allowed to violate the law. Here is a video of one mans way of changing the law that is similar to Omaha's in Wisconsin. start it at 10:30

State law allows city ordinances to be more strict but not less when creating similar laws. That is why it was important for lb 454 that they didn't allow any separate ordinances to be written up
