Barrel fluting

OnTheFly:
If you fluted along the entire length of a 16" barrel, will there be an appreciable difference in accuracy?  Also, how much weight is the barrel going to lose?

It will not help with accuracy. Weight, heat dissipation, and looks is the main reason. It is really easy to mess up a good barrel if it is fluted incorrectly because the machining adds stress into the material. Not something that anyone can do with a endmill.
