Barrel fluting

Is there anyone in the Lincoln area that flutes rifle bolts and barrels?

 I tried doing this, it really takes a special vise to hold that barrel, glad that I had tried it on a bad barrel, make sure you check who is doing the work,

Nobody around here that I know of.
Contact ADCO or just buy a barrel that's already how you want it, would be my suggestion.

For something that's a specialized service like that I'd go to someone who really knows what they're doing.  Adco has a good reputation if you're willing to ship it.

If you fluted along the entire length of a 16" barrel, will there be an appreciable difference in accuracy?  Also, how much weight is the barrel going to lose?

It will not help with accuracy. Weight, heat dissipation, and looks is the main reason. It is really easy to mess up a good barrel if it is fluted incorrectly because the machining adds stress into the material. Not something that anyone can do with a endmill.
