I had the same issue in Florida in December. Just went to a local dealer and had no problems buying a rifle there.

A co-worker contacted the Council Bluffs store and also the Springfield store yesterday. It seems that Bass Pro is picking and choosing what states to sell to. He was told that if there isn't reciprocity with the state they will not sell to you. I had no time to contact the corporate office yesterday so I can't confirm that said of yet. Good thing there are local shops that actually go by federal law.
