I have to wonder how they intend to stop fraudulent registrations other than just checking against DMV registrations.  What about my Mom-In-Law who has never driven?

How much difference, really, from a paper registration? First time registration requires proof of address

True. You only need a piece of mail with your name and address matching what you are claiming.
