He never said he would ban them. He was just speaking from his experience as a doctor working on gunshot victims. It wasn't his most articulate answer. As for being a Constitutionalist, he definitely was the most concerned with protecting it and our rights that it guarantees.
He and Paul are just ahead of Cruz as being Constitutionally concerned.
