This is one of the better and more rational looks at what the country can do to address this issue. Finally start looking at the people who are committing these acts instead of attacking the tools they choose to do them with. Hardening the targets they go after would, to me, be the most cost effective and timely things that could be accomplished to address this now instead of huge complex government programs that cost millions and are of doubtful effectiveness.
