This seems to keep popping up at other forums, like The High Road, but it sounds like the rumors of what the proposed treaty would do have been debunked.  The linked story is from October 2009.

Well there is no doubt that the UN is trying to draft such a treaty and as the article correctly states they would try to pass such a treaty in 2012. The NRA has confirmed this. The NRA however has debunked the emails going around stating that Hillary Clinton has signed onto the treaty. Nevertheless the NRA is aware of the push from the UN to regulate small arms and of course the goal of the UN is to ultimately ban firearms from private ownership. The NRA is fighting this with all power available to it.
