Wasn't this only to apply to border states?

I realize this is preaching to the choir but how about we secure the border then the (imaginary) flow of weapons south & the very real flow of drugs & illegals north would greatly diminish. Why is that so hard to implement? The real problem is 'they' don't care about solving the problem. We know the Cartels are getting their weapons (select-fire true assault weapons, hand-grenades, grenade launchers, heavy machine guns, body armor,etc) from the Mexican army & police and Central America anyway- not from Sporting goods stores in Arizona & Texas. Take a look at those displays after a bust and tell me where these guys are shopping?
