Really?! Then what in the H-E-Double hockey sticks does he think he is going to accomplish?  Not only do those magic signs NOT stop criminals, they will not stop the CHP'ers.

Misappropriation of funds I would say, or does this mean if during raids and arrest the bounty is and can be use as police chiefs or sherrifs what if the sum would be like cash, autos, or the like to be used as they desire who oversee's them this is a cyclical comment---- where is the oversight committee???

So he says the money came from drug busts.  It doesn't matter, using money from drug busts to further his own political agenda means tax money has to be spent on other things, that the drug bust money should have been used for.  I agree, misappropriation of funds and he should be investigated just like if he had used this for a political campaign.
