I have to agree with Dan on the following:

Following the law is what is important here. All civilians are subject to punishment by law if they do not follow it. I heard from the N.S.P. that there are an overwhelming number of applicants- I believe them- BUT:
An overwhelming number does not nullify or void the law.
I could for example -not renew my license plates as the gentleman mentioned earlier in this post. Even if I said I had an overwhelming amount of bills to pay, that's why I didn't renew them; It still does not nullify the law.
I would be subject to prosecution, fines, jail-time, and the impounding of my vehicle. A fundamental step of renewing license plates involves a deadline as well. If we don't follow it, we are punished.
I don't see why the N.S.P. is not subject to the same rules & regulations.
This is my two cents that I am sharing, I also encourage all opinions and views.
