Not sure why nobody ran this dumba$$ over or shot him. There have been nearly 175000 CCW permits issued in Arizona, nearly 86000 in Maricopa county alone were this happened. The film maker states he was testing the Police response, seems this also tested the CCW response.

An Arizona filmmaker trying to prove a point about police response time was arrested this week after making an amateur film in which a character dressed as a “terrorist” paraded through the busy streets of Phoenix wielding a fake rocket propelled grenade launcher.
The alarming scene, filmed this summer, prompted nearly a dozen calls to 911 from scared motorists.
Swat teams descended on Michael D. Turley’s Phoenix home on Monday to arrest the 39-year-old man on charges of creating a false impression of a terrorist act and endangerment contributing to the delinquency of a minor.
The actor used in Turley’s terrorist film was his 16-year-old nephew, police said.
The movie, titled “Dark Knight Shooting Response, Rocket Launcher Police Test,” was posted to YouTube. An ominous voiceover announces the “unnamed actor” will “put himself in great danger to see how the Phoenix Police Department responds to emergency situations.”
The narrator, who police identified as Turley, mentions the July 20 mass shooting at a movie theater in Aurora, Colo., saying “given this event, I wanted to run a little test here in Phoenix, Arizona.”
The film cuts to a male covered in a white sheet and black headdress, wielding what appears to be a large rocket propelled grenade launcher, or RPG.
Nearly a dozen 911 calls alerted police to the scene. Phoenix Police Officer James Holmes told FOX affiliate KSAZ-TV that law enforcement arrived in about one minute. Turley’s time stamp alleges it was 15 minutes.
Turley was not arrested immediately. Authorities later reviewed the tapes and 911 calls and decided to press charges because of the potential danger the scene might have created.

“What if one of those citizens decided that this person, dressed as he is, with that rocket decided he was a danger to him and decided to run over that child?"
“Or shoot him?” asked the KSAZ reporter.
Turley, who describes himself as a producer, director and photographer, did not immediately respond to the Daily News’ request for comment.
It was unclear if he has obtained a lawyer.
