How long to wait for CCW permit?

Second renewal submitted at Omaha NSP on Monday July 10 and arrived in my mailbox Saturday July 15. My initial and first renewal were also submitted through the Omaha NSP and this second renewal was by far the best experience. My wife renewed at the same time and we both were complete in under 10 minutes including fingerprints and photos.

I applied for my CCW permit Jan 3 2020, been 39 days today 2/11/2020. I called Lincoln NSP CID office to check on the status of the app. I was informed that "it's 45 BUSINESS days and you had better plan to wait the full 45 BUSINESS days). I asked to speak to a supervisor, as I thought it was calendar days. The other female who picked up the line after I was on hold says "we only work M-Friday, anything else?" I ask if she is informing me that 45 calender days is not what the law authorizing CCW intended, and she said "yep".
Is it calendar days or business days?

Nebraska Revised Statute 69-2430
(3)(b) Beginning January 1, 2010, the permit to carry a concealed handgun shall be issued by the Nebraska State Patrol within forty-five days after the date an application for the permit has been made by the applicant if the applicant has complied with this section and has met all the requirements of section 69-2433.
