no, it's not supposed to play the call. It's just a screenshot of how long he was stuck on hold with 911. And it's actually 911, not the non-emergency line. So he called 911 and got 1 hour and 41 minutes worth of hold music

I've never called 911 here in nebraska, but I do know that in many jurisdictions, 911 can and will put you on hold.  2hrs is obviously excessive
