They won't. Most don't care, as long as it doesn't interfere with the arrival of their welfare checks, their dope supplies, or the flow of porn. And the dope dealers don't care because they don't follow laws anyway, so it will be citizens with 15 rnd mags against gangsters with 30 rnd or higher mags.
But, in the long run, most fights are over in just a few seconds and which ccw holder doesn't carry an extra clip of two? It's a symbolic "feel good" move by Leftist politicians to demonstrate that they "care".
What will be dangerous about it is that it will hasten the move to a bill which restricts the mag to 5 rounds (of which there are very few handguns that would qualify). That's the real purpose of the bill. Death by a thousand cuts. When murder rates go up because of that bill ....

The Colorado laws include a ban on ammunition magazines that can carry more than 15 rounds, and eight shotgun shells. The bill on background checks expands the requirement to sales and transfers between private parties and online purchases.

"I think".... not! And then she repeats the common lie among gun confiscators. What she isn't saying is what she intends: "...people who shouldn't have them" includes everyone. Then she proceeds to demonstrate how little she knows about magazines and how little "interruption" there is when a shooter drops the empty mag and plugs in a full one.
Passing these idiotic laws makes them feel self-righteous and they can brag about how much they've contributed to the "solution" of gun violence. But, these laws do nothing to help the mentally unstable or control the criminals. Law abiding gun owners are easy targets for those hip shooters.

......which will make all newly purchased magazines with a capacity over fifteen rounds illegal as of July 1, 2013. This bill is also so poorly written that it will make ANY MAGAZINE purchased after July 1 illegal to own due to fanatical language inserted by anti-gun extremist New York City Mayor Michael Bloomberg’s puppets in Denver.
