Making 22 ammo

That represents 1% of the 80M gun owners of America, not all of whom own .22 weapons. But, if they did, it would mean that it will take any given individual about 100 days to encounter a box of 500 rounds.

Though this was only one manufacturer. I also tried to conservatively estimate that they were only manufacturing this amount three days out of the week. Maybe they do this part of the week and switch gears to manufacture other calibers the rest of the week. However, considering the capital outlay for equipment to manufacture a single caliber, I expect that CCI would be wanting a return on their investment five days a week. Possibly more with the current state of the ammo market.

Where are the foreign manufacturers and importers while this .22 shortage goes on? There doesn't seem to be any foreign made .22 ammo available either. ???

Excellent question. While looking at the DHS order for 7,000 "Personal Defense Weapons" and ammo, I noticed it included a list of ammo makers, both American and foreign. IIRC, there were over 100 mfgs on that list. If each could produce 4M rounds per day I fail to understand how the supply of something as ubiquitous as .22 ammo could be in short supply.
