Duty to act after using weapon

Your disbelief is warranted. If you lawfully use deadly force to neutralize a threat and then, though he no longer presents a credible threat of imminent death or bodily harm to anyone, you "finish him off" because he is still alive, you just went from being a defender to committing some kind of criminal homicide.

Different topic completely. A military operation in a foreign country. Without knowledge of the rules of engagement, no one would know the actual answer. Normal military operation you render aid to the infirm, whether friend or enemy. In a special operations endeavor, well the rules say ????
