I saw this a few weeks ago on DefensiveCarry.com (I think).  Someone commented that these sorts of robberies are common in Brazil and typically result in the bad guys shooting a few people on the way out.  If that's the norm, as the commentary indicated, then the LEO likely decided to engage before any innocents took a bullet.  Makes sense in that contexts, but hard to judge without more facts.
