Gives mental health assistance to criminals in prison and veterans, also includes some police training funds.  Nothing in it about firearms.  It's only 15 pages.

Reading the bill it sounds like all veterans are drug users.  *cough*

Depending on the context, which i didn't fully trace, but the swapping of 'mental illness' to 'MENTAL ILLNESS; MENTAL HEALTH DISORDER' a few times seems interesting.

The list of 5 folks that have to say 'yes' is a tad weird too.

And yet Johanns' email subject line is "e-Update: Protecting Second Amendment Rights with Commonsense Legislation".  So how does it tie into firearms?
