All State Stamp vs Habitat Stamp

As Nebraska has started to do multiyear hunting permits...I am trying to figure out exactly what each one is.
There is a 3 & 5 year hunt all state stamp/permit and there is a 3 & 5 year hunt habitat stamp/permit.
I am suspecting the all state stamp covers the entire state, wherever hunting is allowed. Where as the habitat stamp only covers certain areas like WMAs/SRAs.
I can't seem to find anything to verify this....anyone else have any information? Never dealt with these "stamp" things before...used to just getting the permit and done.
Then after I figure this out...I just need to figure out where to get me some squirrels, rabbits, etc.
Still haven't found any place for deer yet...which sucks... guess I won't be doing that this year.

in order to hunt in NE, you will need both stamps. the Hunt Stamp covers small game (rabbits, squirrels, pheasant, ect) and the Habitat Stamp.
if you have questions, i would stop by or call a NE Game & Parks office.

Well they are both hunting permits and come with stamps, but there are 2 forms of stamps.
Here is what I am talking about (copied directly from the purchase page):
3YR 2013-15 Resident Hunt All State Stamps
3YR 2013-15 Resident Hunt Habitat Stamp
5YR 2013-17 Resident Hunt All State Stamps
5YR 2013-17 Resident Hunt Habitat Stamp
They are combination permit/stamp...I am trying to make sure I know exactly which is which.
I can ask when I get to work tomorrow...hopefully they know.

Screw it, I just called them...
Hunt All State Stamps = fur and fawl stamps
Habitat stamp = fur stamp
So, if you are not hunting fawl, you don't need the all state....that saves me about $20
