I am all for constitutional carry, but I believe the opinion is valid.  Once you start giving the local authorities the power to change state law you open up a whole lot of problems.  Can you imagine what the Douglas County Commissioners would do?  They would throw this into court and throw thousands of dollars at it because if they can legislate one way, doesn't that mean they can legislate the other way.
