Title: why is it ok to open carry at 18 but you must be 21 to conceal and carry?

Why is it you get your drivers license at 16 and can't have a vehicles registered to you till your 19?


I think the CCL is 21 because the purchase age is also 2.

Also Is there a age limit for possession of a firearm?
