Yeah, Chuck Hagel sez we have to axe 20% of the Army, yet we have how many billions  tied up in preserving such things as drums from the war of 1812 and 19th century punt guns?

Though I do think it is a better use of resources than SNAP, TANF, WIC or any of the other various forms of Welfare ..... at least this does no harm to the work ethic or self worth of the poor .... and when the crash comes, at the very worst, nobody will die because of it .....

If the Info I've heard on this over the years is correct.
Then Aside from paying for the land it will sit upon   
(the collection of these items was mandated by congress by the way)

But ......I think  most if not all of the funding for it is almost totally from private donations  ;D
(aside from any works directly contracted  for in the past by the ARMY) 
Congress never alloted funds or funding for the Army Museum ....  :(

Unlike the other military branch Museums that are funded by the Government.

(In A Bit of a side chuckle though check out where it's being Built)
