Title: Out of state (private party) handgun purchase

Hello, long story short... A friend of a friend, has a handgun that I want to purchase. He lives in Des Moines Iowa and Im in Nebraska (obviously).  So does he have to ship it from a Iowa FFL to a Nebraska FFL? Can he legaly drive it over here to a Nebraska FFL to transfer it to me? What would be the easiest (LEGAL) most cost effective way for me to purchase? Thanks in advance!

An unlicensed person who is not prohibited from receiving or possessing firearms may purchase a firearm from an out–of–State source, provided the transfer takes place through a Federal firearms licensee in his or her State of residence.
