Maybe someone should tell him that our state constitution says that us citizens ARE members of the militia... besides,  its not like Article 1 Section 8 Line 16 of the US constitution grants Congress the power to raise and arm the militia in the first place. I mean there are totally like a ton of things that are duplicated powers in there to begin with... oh, you mean there isn't,  and that the 2A HAS to mean "the people", you know, because it explicitly states it, but also by simple process of elimination!?
