The 102nd Legislature, 2nd Session, will convene Wednesday, January 4, 2012.

2011 Nebraska Legislative Bill status summary

2011 Bills that are carry over bills to 2012:

LR20 Encourage the school boards, in conjunction with the Game and Parks Commission, to voluntarily promote and include trap shooting as a high school sport

LB469 Prohibit retail sale of novelty lighters and provide a penalty

LB529 Change provisions relating to conservation and preservation easements and the Nebraska Environmental Trust

LB64 Change provisions relating to wildlife in captivity

LB391 Create the Nebraska Invasive Species Council

LB473 - Adopt the Black-Tailed Prairie Dog Management Act

LR51CA - Constitutional amendment to change allocation of state lottery proceeds

LB622 - Change provisions relating to confiscation and destruction of firearms

LB538 - Change provisions relating to the disposition of seized firearms

LB658 - Change the fee for obtaining a handgun certificate

LB518 - Change certain penalty and violation provisions of the Concealed Handgun Permit Act

LB565 - Require secure storage of firearms and notice of such requirement by retailers upon sale and create the offense of improper storage of a firearm

LB138 - Change residency requirements under the Concealed Handgun Permit Act (carried over even though portions/provisions were adopted into  LB512 which was signed into law)

LB298 - Change provisions relating to self-protection

LR40CA - Constitutional amendment to establish the right to hunt, to fish, and to harvest wildlife and to state that public hunting and fishing shall be a preferred means of managing wildlife

LB516 - Authorize carrying of concealed handguns in educational institutions by security personnel, administrators, or teaching staff

LB697 - Change permit issuance provisions under the Game Law (portions/provisions added to LB41)

LB138 - Change residency requirements under the Concealed Handgun Permit Act (provisions/portions amended into LB512 which was signed into law)

LB618 - Authorize possession of firearms as prescribed for school or school event security (Provisions/portions of LB618 amended into LB512 which was signed into law)


Bills that died (indefinitely postponed) in 2011

LB442 - Adopt the Outdoor Outfitters and Guides Licensure Act

LB618 - Authorize possession of firearms as prescribed for school or school event security (however provisions/portions of this bill were amended into LB512 which was signed into law)


Bills that were signed into law in 2011:

LB41 - Change fee, permit and stamp issuance, and possession of game provisions under the Game Law (signed into law with portions/provisions of  LB697  and amendments)

LB549 - Create Nebraska Youth Conservation Program and provide duties for the Game and Parks Commission (signed into law with an amendment)

LB229 - Change and eliminate provisions relating to the Water Resources Cash Fund and the Nebraska Environmental Trust Fund and provide an additional consideration for grants from the Nebraska Environmental Trust Fund (signed into law with amendments)

LB512 - Change provisions relating to unlawful possession of a firearm at a school and mental health determinations and residency requirements regarding handgun purchase and possession (signed into law with amendments and also provisions/portions of LB618 & LB138 were adopted)
