I've found that Palmetto State Arms (http://palmettostatearmory.com) has good prices. 

What do you consider "bulk"?  If you are shooting 9K+ a year, you should look into reloading.  You could get quite a sweet setup for $1,200 (Dillon XL650 w/ case feeder, scale, case cleaner, etc).  9mm reloads are usually around $0.135 per round.  So you would have to reload just under 9K rounds to pay for it.
