The Department of Justice is planning to finalize a proposed rule to amend the regulations of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) regarding the making or transferring of a firearm under the National Firearms Act. As proposed, the rule would; (1) add a definition for the term "responsible person"; (2) require each responsible person of a corporation, trust or legal entity to complete a specified form, and to submit photographs and fingerprints; and (3) modify the requirements regarding the certificate of the chief law enforcement officer (CLEO).

I hope the folks that are threatening a lawsuit have there case ready to submit as soon as it is released if the ATF chooses to go backwards on this.

Then i also hope that the NRA does not do some sneaky back door peace talk and try and get the thing dropped. The ATF needs a hard check...

i think this is the 41P that has been lingering for some time now.  final decision has been pushed back until Dec 2015.  i'm not too worried about it, but i'm still mindful of it.

If a trust is set up now, will it be "grandfathered" under the old rules?

from what i've read/heard from the internet "experts", there are no guarantees.  just continue business as usual.

Almost certainly- just from a practical stand-point alone. Not that the thugs at ATF wouldn't love to try it, but I wouldn't worry about existing stamps/trusts.

The final rule was signed by the AG on January 4 and goes into effect 180 days after official publication in the Federal Register.  Download link for the entire official ruling:

If I understand correctly, is that the end of eforms for an individual?  Last I knew there is no way to upload fingerprints etc ..

IIRC, individuals never could do eforms. But I could be wrong since Lincoln/Lancaster would never sign off.
