80% rifle lowers and handguns

I just stumbled into these recently (https://www.rainierarms.com/polymer80-spectre-80-pistol-frame-pre-order) and wondered if these are legal in Nebraska? I would have to get a drill press and familiarize myself with this kind of construction, would likely just buy the old fashion way but it is interesting. Just seems like a gray area to me, not exactly illegal, not legal, a gun made in your garage or shop, no background check, just put together like you would a bike or toy. Sorry I'm not trying to be offensive, just wondering if anyone knows the legality of this and if you can actually do this?

They are legal as long as you do the work on your own pistol.  I've done two 80% AR lowers.  Other members have done 80% as well.  Buy it and let us know how it turns out.

There is no gray area. An 80% lower is not a firearm. As soon as you start making it, it becomes a firearm. Attempting to finish lowers for others and making them for sale is against the law.
