Form 4473 and other documents permanently stored: "This rule also proposes to amend 27 CFR 478.129 to remove language stating that FFL dealers and collectors need only keep A&D Records and ATF Forms 4473 for up to 20 years following the date of sale or disposition of the firearm. The proposed changes would require Federal firearms licensees to retain all records until business or licensed activity is discontinued, either on paper or in an electronic format approved by the Director,..." Why? Because "guns last a lot longer than 20 years" How convenient for confiscation.
"B. Executive Order 13132 This proposed rule will not have substantial direct effects on the States, the relationship between the Federal Government and the States, or the distribution of power and responsibilities among the various levels of government. This rule is not intended to supersede State requirements unless there is a direct and positive conflict between them such that they cannot be reconciled or consistently stand together."
What about the 10th Amendment? "The 10th Amendment states that "the powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."
The Constitution does NOT delegate to the Federal government, or its agencies, the right to infringe upon the 2nd Amendment. But that little problem hasn't bothered politicians for 90 years. There is a movement among several states to return to Constitutional Carry and to forbid the enforcement of infringing Federal laws within their borders. Nebraska should be in that group.
"... manufacturers may wish to submit samples to ATF for classification of one or more particular components as the frame or receiver so that they need only mark a specific part or parts of a weapon, rather than all qualifying parts (see Section II.H.10 of the preamble) or obtain a marking variance (see Section II.H.6 of the preamble)."
In other words, manufacturers would need to get pre-approval from the ATF for new designs, via "classification", before making them for sale. But, the ATF says that its decision whether to classify or not an item voluntarily submitted is entirely discretionary. Say goodbye to new gun designs. Now, adding to that, the person Biden has submitted as the new head of the ATF is a rabid Marxist revolutionary (the Democrats call them "activists") named David Chipman. IF you want to destroy the 2A then he is your man. Biden lost two previous runs for the presidency because he was caught plagiarizing and lying. But during his 3rd run his lying isn't a problem. Neither is his senility. It is obvious someone else is pulling the strings to our puppet president. IF Harris can hold out until Jan 24, 2024 she'll be eligible for 10 years as president. IF she is forced to replace Dementia Joe before then she'll have only 6 years to kill our Republic.
