Biden and others just don't care. Guns are the evil "ones", not the felons that commit crimes. I always laugh about this serial number nonsense. Your gun gets stolen and used in a crime and it gets tracked back to YOU if the felon leaves the gun at the scene of the crime. The gun could have been sold several times in private transactions - same result, it gets tracked back to the original owner. Gun control is just "feel good" legislation. They need to get the felons off the street, not the guns. It's a good thing they don't suggest banning all automobiles but if they did there would be far fewer auto deaths and/or injuries. Just like traffic laws, gun laws have to be enforced. Anyway, we gotta keep pushing back.
