Capitol on Lockdown

A man walking carrying a rifle case within 4 blocks of the capitol = lockdown and 4 patrol cars sent.  This really makes me want to excersize my rights on the sidewalk right in front of the capitol. :\

How do they know it was a "cased rifle" & not just a case? 

One time while listening to my police scanner, dispatch informed the deputy that a caller had seen people smoking marijuana in another vehicle.   The deputy replied,  how do they know it's marijuana.  I thought that was funny.
