Scanning through it, looks like is changes a few raptor definitions, habitat stamp provisions and a few other items.

Not sure I like vultures being lumped in with raptors, but probably not too big a deal.

The big changes appear to be the addition of multi year hunting and fishing permits w/ the appropriat stamps, and changing game farm rules.
