Getting around CLEO signoff

I was browsing the ATF site and came across this little tidbit:
"As provided by regulations, certifications by the local chief of police, sheriff of the county, head of the State police, or State or local district attorney or prosecutor are acceptable."

Has anybody ever heard of going to the head of the Troopers, if so did they have any luck? Living in Lincoln I don't want to do the trust route, too expensive or too much room for errors.

And another question that I was actually trying to answer on the ATF site, if I apply for a stamp and move before I receive it do I have to fill out any other paperwork notifying them of my address change? Or will changing my address through the postal service forward it to me with no problems.
