I just looked into this recently:
http://nebraskafirearms.org/forum/index.php/topic,5788.msg42085.html#msg42085

If I'm reading it right, Hamburg Bend would fall under this part:
Quote
All other Wildlife Management Areas in Southeast Nebraska are open to target shooting unless posted otherwise.

In other words, I'm guessing: yes, it's open to target shooting. Look for signs saying otherwise, when you visit, though.

Back when I called Game and Parks about Hamburg they said it was still closed and that was back in April IIRC.  The guy said when it re-opens there would be a press release on their site.  I haven’t bothered to check their site though.  I’d just call if no one posts up with a definite answer.

Thanks guys. I live in Lincoln and don't want to drive down there and find it's closed. I tried calling G&P but no answer. Guessing they're not staffed on the weekends.

I did the same from Omaha when I found out it was closed and pretty sure they are only open M-F.

Edited to add:
Talked to someone at state.  It is still closed but should be done very shortly.

It has reopened for hunting, fishing and most other allowed recreational activities.
Questionable on rifle target shooting due to work is not fully completed and contractors are still moving in and about the area.

Was there yesterday, no workers present.  New barriers to prevent vehicles from going too far.  Overrun with weeds, but had a great day shooting.  Hometown forum on AR15.com has pictures.

You can take Hwy 2 or Hwy 34/75 to Nebraska City.  Then about a mile south of Neb City on 75, follow the signs for the power plant.

Are there targets/benches available for shooting or do we need to bring our own? I need to get my AR coyote-ready.

There are no benches, target stands or anything like that so you will need to bring your own. There are no yardages set up but IIRC you can get out to about 250+ shooting south parallel to the levee.

This.  Bunch of open land with a large berm.  Bring everything you need, it isn't setup for us, we do it ourselves.

And pick up your trash and brass, obviously.  Let's not lose this land, its a great spot.

Yes, unless they closed it in the last 7 weeks.
