Got my CHP today ( yet never asked for it)

I was surprised to see a envelope in the mail box from the State Of Nebraska. Inside was a new (WTH?) permit card and a letter stating that they found a discrepentcy in their system with the expiration date so sent me a new card with a new (earlier) date. Now I have to renew in 2013 instaed of 2014. 
I had changed addresses a couple of times and firgured the later date reflected that.  Hmmmm

Why would changing your address affect the renewal date?  ???

I don't know, but I did notice it changed when I renewed, so I just firgured.
