RatedRR has some new high speed video of the RIP bullet passing through a wall and hitting gel. In some situations it appears that some materials plug up the bullet and prevent the petals from dispersing. In the "about" are links to other high speed videos

The coolest thing about that video was at 1:45. It had nothing to do with the R.I.P. bullet, just seeing the muzzle flash and watching the bullet come flying out of the barrel and travel towards the camera.
